I HAVE the honour to acknowledge the receipt of your despatch No. 126 of the 6th March, forwarding correspondence with Messrs. Pauling on the subject of the proposed Hsinmintun-Fakumen Railway, and, in connection therewith, to transmit to you copy of a despatch which I have received from His Majesty's Acting Consul, Newchwang, inclosing a protest from the General Chamber of Commerce of that port against the abandonment of that extension.

I HAVE the honour to inclose herewith copy of a protest from the Newchwang General Chamber of Commerce against the attitude of Japan in the question of the proposed Hsinmintun-Fakumen Railway extension, addressed to me and to the doyen of the Consular Body. As will be seen from Inclosure No. 3, the doyen did not send the protest to Peking, owing to the protest of the Japanese Consul.

The Committee of the Chamber, consisting of British, German, and American members, is desirous of seeing China adopt every means in its power to stimulate the development of this province and this port, by creating a healthy competition between its own railway system and the South Manchuria Railway.

I INCLOSE herewith a copy of protest addressed to official quarters by this Chamber relative to Japan's attitude towards the proposed Hsinmintun-Fakumen Railway, and am directed to say that this Chamber will appreciate any assistance you can render it towards furthering its views on the subject, which the Chamber regards as of the most vital and far-reaching importance to the general trade interests of this port and province.
